US President Donald Trump has signed into law a sweeping sanctions package targeting Russia over its war in Ukraine, giving his administration additional powers to pressure Moscow economically.
The legislation, signed on Friday, targets Russia’s energy and defence sectors, senior officials, banks and its so-called “shadow fleet” of tankers accused of helping Moscow evade Western sanctions.
The law, named the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, also gives Trump authority to impose tariffs of up to 100% on goods from major buyers of Russian oil and gas. The measure could affect countries including China and India, but the tariffs are not automatic and would require action by the president.
The House of Representatives approved the bill 262-159 on Wednesday, after the Senate passed it 86-11 in August.
The legislation also targets foreign companies and individuals accused of helping Russia evade sanctions and extends existing US sanctions against Iran.
Ukrainian President Volodymyr Zelenskyy welcomed the legislation, saying stronger sanctions could increase pressure on Moscow to pursue peace. India, meanwhile, has said it will continue sourcing oil from different suppliers, amid concerns over the possible impact of the new US measures.
The bill had been under consideration for more than a year and was championed by the late Republican Senator Lindsey Graham. Its passage gives Trump broader control over the use of tariffs against countries that continue buying Russian energy.
