Tinubu Seeks NDLEA Overhaul, Expands NSIB Mandate

President Bola Tinubu has transmitted three executive bills to the House of Representatives, seeking to reform drug enforcement laws, expand transport safety investigations and replace the Administrative Staff College of Nigeria (ASCON) with a National School of Government.

The bills, dated October 12, 2026, were conveyed in separate letters read by House Speaker Tajudeen Abbas during plenary on Thursday.

The proposed National Drug Law Enforcement Agency (NDLEA) Bill, 2026, seeks to repeal the existing NDLEA Act and the Indian Hemp Act, replacing them with a consolidated legal framework for combating illicit drug cultivation, processing, sale, trafficking and use.

The Nigerian Safety Investigation Bureau (NSIB) Amendment Bill, 2026, seeks to extend the bureau’s responsibilities beyond aviation accidents to include rail, maritime and other transport-related incidents. It also proposes transferring supervisory oversight to the Presidency.

The third bill seeks to repeal the ASCON Act and establish the National School of Government to focus on leadership development, policy implementation and capacity building for public officials.

Tinubu urged lawmakers to give the proposals expeditious consideration.

The bills will undergo legislative scrutiny before any proposed changes can become law.
