El-Rufai’s Doctor Charged With Forgery in Bail Report Scandal

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed criminal charges against Bello Abubakar, a doctor linked to former Kaduna State governor Nasir El-Rufai, over an alleged false medical report used in a bail application.

Abubakar, an oncology consultant at National Hospital Abuja, faces a four-count charge, including forgery, abuse of office, and providing false information.

According to court filings, the doctor allegedly authored a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention” dated June 10, 2026. Prosecutors claim the report was submitted before the Kaduna State High Court to support El-Rufai’s bail request on health grounds.

The ICPC alleges the report contained misleading information intended to influence the court’s decision. It further claims Abubakar knowingly issued the document despite it not reflecting the true medical condition of the individual involved.

The commission also accused the doctor of collaborating with one Aliyu Bala to produce information used in an affidavit supporting the bail application.

In addition, the ICPC said the report was presented as if it had official approval from the National Hospital Abuja, an assertion the agency claims is false.

The hospital’s Chief Medical Director, Raji Mahmud, is expected to testify that the report did not follow required procedures and was not authorized by hospital management.

The case is part of ongoing legal proceedings tied to El-Rufai’s bail application.
