Bayelsa Grants BYEDC 20-Year Power Distribution Licence

The Bayelsa State Electricity Regulatory Agency (BYERA) has issued a 20-year electricity distribution licence to Bayelsa Electricity Distribution Company Limited (BYEDC), advancing the state’s efforts to establish its own regulated electricity market.

The licence, identified as BYERA/EDL/001, was presented in Yenagoa by BYERA Director-General, Dr Rosalyn Dressman, to the Managing Director of Port Harcourt Electricity Distribution Plc (PHED), Engr Ete Pinnick, on behalf of the group.

The licence authorizes BYEDC to distribute electricity within its approved service area in Bayelsa, subject to regulatory standards, consumer protection requirements, and other conditions set by BYERA.

Dressman said the licence marked the practical implementation of Bayelsa’s electricity market reforms and would provide a framework for improving service delivery, attracting investment, and strengthening accountability in the sector.

She said BYERA would monitor operators, enforce technical and service standards, oversee metering and billing, and provide mechanisms for resolving consumer complaints.

The agency also stressed that licensing BYEDC did not make it the only potential participant in Bayelsa’s electricity market. Other qualified investors and operators can enter the market in line with applicable laws and licensing requirements.

The development follows NERC’s 2025 transfer of regulatory oversight of Bayelsa’s intrastate electricity market to BYERA. Under the transition plan, PHED was directed to establish a subsidiary to take over electricity distribution and supply within the state. The transition was completed in February 2026.

BYERA said the new framework is intended to encourage investment and competition while improving electricity services across the state. The agency describes its mandate as including licensing, market oversight, consumer protection, tariff regulation, and enforcement of service standards.

The issuance of the licence marks another step in Bayelsa’s transition from federal to state-level regulation of its electricity market.
