The Federal Government has introduced a new operational framework to strengthen the reintegration of former terrorists and individuals involved in armed violence across Nigeria.
The National Coordinator of the National Counter Terrorism Centre (NCTC), Maj. Gen. Adamu Laka, announced the initiative on Monday in Abuja during a national validation workshop on Standard Operating Procedures (SOPs) for Disarmament, Demobilization, and Reintegration (DDR).
The framework will be implemented at the federal level and piloted in Kaduna, Katsina, and Zamfara states.
Laka said the move reflects Nigeria’s shift toward combining military efforts with non-military approaches to address insecurity and promote long-term peace in affected communities.
He explained that the SOPs provide clear guidelines for institutions responsible for implementing DDR programs, with a focus on improving coordination, accountability, and transparency among security and civilian agencies.
According to him, the new procedures were developed after extensive consultations with stakeholders and draw on both Nigeria’s security realities and international best practices.
The framework also defines the roles of participating institutions and establishes uniform standards for reintegration programs nationwide.
Laka noted that the initiative aims to translate existing policy into practical action, ensuring more effective implementation of reintegration efforts across the country.
