Morgan Rogers put Chelsea ahead after seven minutes, but Mohamed Belloumi scored twice in six minutes to turn the game around before half-time.
João Pedro restored parity for Chelsea in the 66th minute, finishing from Cole Palmer’s cutback.
Chelsea pressed for a winner in the closing stages, but Hull’s defence held firm, with goalkeeper Konstantinos Tzolakis making several important saves.
The result leaves Hull unbeaten after four matches with eight points, while Chelsea dropped further points at home.
