Katsina State Governor Radda has presented a proposed ₦828.64 billion budget for 2027 to the State House of Assembly, with nearly 77 percent earmarked for capital projects.
The Appropriation Bill, tagged “Building Your Future IV,” provides ₦637.91 billion, representing 76.98 per cent, for capital expenditure, while ₦190.73 billion, or 23.02 per cent, is allocated to recurrent spending.
The proposal is ₦69.23 billion, or 7.71 percent, lower than the approved 2026 budget. Governor Radda said the reduction followed a more realistic assessment of the state’s expected revenue and expenditure.
Education, infrastructure, agriculture, healthcare, and rural development are among the major priorities under the proposed budget.
Five sectors, education, works and housing, agriculture and livestock, health, and rural development, will receive a combined ₦325.45 billion, representing 51.02 percent of the capital budget. Education is allocated ₦83.82 billion, works and housing ₦71.60 billion, agriculture and livestock ₦65.88 billion, health ₦53.64 billion, and rural development ₦50.51 billion.
Governor Radda said the budget was shaped by a Citizens’ Budget Exercise held across all 361 wards on July 18, 2026. Residents identified and ranked their priority needs, with the top project selected in each ward incorporated into the 2027 development plan.
He said each of the 361 wards would receive a special project chosen by residents, while data from the exercise would guide interventions in agriculture, small businesses, water and sanitation, women’s empowerment, climate change, and security.
The Social Sector received the largest sectoral allocation at ₦317.73 billion, followed by the Economic Sector with ₦303.17 billion. The Administrative Sector gets ₦198.55 billion, while ₦9.19 billion is allocated to Law and Justice.
Reviewing the 2026 budget, Governor Radda said total expenditure stood at ₦295.19 billion as of August 28, representing 32.88 percent implementation. He expressed confidence that implementation would improve before the end of the year as ongoing projects are completed.
The Governor also acknowledged continuing challenges in security, education, healthcare, water, and infrastructure, assuring residents that the administration would continue to address them through community-focused interventions.
He commended the Katsina State House of Assembly for its cooperation with the Executive and urged lawmakers to give the 2027 budget prompt and thorough consideration.
