The Federal Government has fixed September 18, 2026, as the deadline for ministries, departments, and agencies (MDAs) to submit their 2027 personnel budget proposals.
The directive is contained in a September 4 circular signed by the Director-General of the Budget Office of the Federation, Tanimu Yakubu.
The government also plans to present the 2027 budget proposal to the National Assembly in September, following the completion of the draft 2027–2029 Medium-Term Expenditure Framework and Fiscal Strategy Paper in July.
The Budget Office said MDAs must submit both hard and soft copies of their personnel budget proposals and supporting documents by 4pm on September 18.
As part of efforts to prevent the inclusion of non-existent agencies in the federal budget, MDAs must now submit the laws establishing them alongside their budget proposals.
The requirement follows the controversy over the inclusion of the Presidential Foreign Intervention Promotion Council, which received about N1.3 billion in the 2026 budget despite questions over its legal status.
The Budget Office warned that proposals from agencies that fail to provide their establishment laws could be rejected.
The circular also introduced tighter controls on personnel spending. MDAs were directed to ensure that only legitimate Federal Government employees captured on the Integrated Personnel and Payroll Information System (IPPIS) or Government Integrated Financial Management Information System (GIFMIS) are included in personnel budgets, except where officially exempted.
It also barred MDAs from budgeting for anticipated promotions and unauthorized recruitment, while directing them to use only approved salary structures and allowances.
The government said the measures are aimed at improving budget credibility, strengthening payroll controls, and reducing discrepancies between budget projections and actual expenditure.
MDAs are also required to submit their third-quarter personnel budget performance reports by September 30, 2026.
