The Socio-Economic Rights and Accountability Project (SERAP) has sued the Independent National Electoral Commission (INEC) over alleged irregularities involving more than N126.46bn appropriated for electoral operations.

In a suit filed at the Federal High Court in Abuja, SERAP is seeking an order compelling INEC to disclose how the funds were spent, including details of payments, contractors, beneficiaries and the delivery of procured materials and services.
The suit followed findings in the 2023 audited report of the Auditor-General of the Federation, published on August 7, 2026, which raised concerns about transactions carried out between January 2022 and December 2023.
According to SERAP, the report questioned the procurement of ballot boxes, electoral devices and other materials, including an alleged N112.16bn payment made without competitive bidding or the required approval from the Bureau of Public Procurement.
The organisation also cited alleged irregularities involving vehicle purchases, payments to contractors before contract awards and contracts reportedly split to circumvent procurement rules.
SERAP wants INEC to provide documentary evidence that the goods and services were supplied, disclose the identities of contractors and public officials involved, and account for the current status of the procured materials.
It argued that transparency was necessary to ensure accountability for public funds and protect confidence in Nigeria’s electoral process ahead of the 2027 general elections.
No date has been fixed for the hearing.
