US President Donald Trump has renewed his promise to give every adult American citizen $5,000 if Republicans retain control of both chambers of Congress in the November 2026 midterm elections.

Trump made the pledge in a video posted on X on Saturday, saying the proposed payment, which he calls the “Trump dividend,” would be funded largely by revenue from tariffs and what he described as strong economic performance under his administration.

“If Republicans win the House of Representatives and the Senate, I’m going to give all adult citizens in the United States of America $5,000,” Trump said.

He also warned that a Democratic victory would lead to an economic depression, while claiming a Republican victory would bring economic success.

The president said the payment would be possible because the government is collecting “massive amounts of money through tariffs” and pointed to a recent $1,776 payment to US military personnel as evidence that his administration could deliver large-scale payments.

However, the proposed dividend has yet to be approved by Congress, and questions remain over its funding and implementation. Reuters reported that the plan could cost about $1.35 trillion, while FactCheck.org said tariff revenue would take more than six years to cover a roughly $1.2 trillion cost.

Trump first announced the $5,000 proposal at a Republican midterm convention in September, making it conditional on Republicans retaining control of the House and Senate.
